Property in Bulgaria for retirees: buying and residency in 2026

People write to me about this almost every week. Someone has retired, is tired of winter and damp, looks at photos of the sea and asks the same question: can I buy an apartment in Bulgaria and live here quietly. I answer the way it really is, without pretty promises.

Does buying an apartment give you a residence permit

No. Buying property in Bulgaria does not by itself grant any status — no residence permit, no right to stay in the country longer than a tourist. You become the owner of an apartment, and that is all.

A tourist from a country outside the European Union may stay in Bulgaria 90 days within every 180. An apartment does not extend that period by a single day.

This is the main thing people are misled about. Now let us talk about what a retiree actually does have.

A retiree has a route to residency of their own

Bulgarian law on foreigners names pensioners as a separate category entitled to long-term residence — a residence permit for one year, renewed annually. The ground is written in article 24, paragraph 1, item 10.

There are only two conditions:

  • a pension has already been granted to you — Bulgarian, from your own country or from any other state;
  • you have sufficient means to live in Bulgaria.

Look closely at the first condition. The law does not require the pension to be Bulgarian. German, Polish, Ukrainian, Czech — any of them will do, as long as it has been officially granted and a document confirms it.

And one important detail that almost everyone misses. You do not file for this status on a tourist stamp in your passport. First you need a long-stay D visa — it is issued by the Bulgarian consulate in your country, and only with it do you come to file your application with the migration service.

What documents a retiree collects

The list is closed, it is set out in the rules implementing the law on foreigners — articles 14 and 23. A retiree submits:

  • the standard application form and the state fee;
  • a passport with a valid D visa;
  • a document from the competent authority confirming that a pension has been granted to you;
  • proof of secured housing — a title deed to your own apartment or a rental contract;
  • medical insurance valid in Bulgaria;
  • proof of stable and sufficient means of subsistence;
  • a certificate of no criminal record — on the first application.

The renewal application is filed no later than 14 days before the current permit expires. Miss it and you start over, from the consulate and the D visa.

How much money you need to show

The law is vague: the means must be stable, regular, predictable and not lower than the minimum monthly wage, the minimum scholarship or the minimum pension in the country. Three benchmarks, and they are very different.

Here are the current figures so you understand the scale:

  • the minimum wage in Bulgaria from 1 January 2026 — 620.20 € per month;
  • the minimum pension for length of service and age from 1 July 2026 — 347.51 € per month.

My honest advice: aim at the larger figure. If your pension converts to 620 € a month, the question of money will most likely never come up. If it is closer to 350 €, the conversation will be a real one, and it is better to have a cushion in the bank on top of the pension.

Why a retiree needs an apartment of their own if residency is granted without one

Look at how it fits together. The apartment does not give you the status. But the document list contains an item on secured housing, and something has to close it.

There are two options. Either you bring a fresh rental contract every year and depend on the landlord, his mood and his price. Or you hold a title deed to your own apartment — a paper that never expires.

And one more thing. Rent is gone for good, while money put into your own apartment stays yours. If your plans change in a few years, the apartment can be sold.

So buying does not replace the ground for the status, but it closes one of its points once and for all. These are different things and should not be confused.

What your own apartment costs per year

Let us count honestly, because this is the part sellers keep quiet about.

Property tax. In Bulgaria it is laughable by European standards: from 0.1 to 4.5 per mille of the tax valuation of the home, with the exact rate set by each municipality in its own decision. For an ordinary apartment on the coast that is tens of euros a year, not thousands.

Waste collection fee. Paid separately from the tax, the rate is also set by the municipality.

Complex maintenance fee. This is the real expense. Almost every resort complex has one, and it covers security, grounds cleaning, the pool and the lifts. It is calculated from the floor area and differs several times over between complexes. I write it in every property listing — look there, not at a market average.

Utilities. Electricity and water by meter. On the coast winter heating is electric, and you feel it.

If you rent the apartment out while you are away

Many people buy with this in mind: they live here half the year and rent it out in summer. Count the tax straight away so there is no surprise later.

Rental income in Bulgaria is first reduced by 10 % of statutory expenses, and the remainder is taxed at 10 %. The result is 9 % of the rent received. For a private individual, not for a company.

In live figures: a studio on the coast goes for 40–50 € a night in season, a two-room apartment for 60–80 €. The season here is short, and I always ask people to count on actual occupancy rather than on the number of days in July.

What a retiree should actually buy

Here I part ways with half the market, and I will explain why.

Retirees are sold the same thing investors are: a cheap studio in a large complex somewhere in a field. In summer it is lively, and in November reception closes, the pool is switched off, one shop is left out of several and the bus stop is a twenty-minute walk away. You cannot live in that all year round.

So look at other things:

  • The complex runs all year. Not "there is heating", but year-round maintenance, security and a working lift in January.
  • A lift is mandatory, even if you climb to the fourth floor easily today.
  • Pharmacy, shop and bus stop within walking distance. I write these distances in every listing and on the complex page, so there is nothing to guess.
  • A living town nearby. Nesebar, Sveti Vlas, Ravda, Pomorie — they have a clinic, a market and people in winter.
  • Not the ground floor by the road, and not the top floor without a sound roof.

I do not offer retirees complexes out in the middle of nowhere, even when they are in the catalogue and cost little. A cheap apartment you cannot winter in is not a saving.

What such an apartment costs today

Prices as of September 2026, from our coastal catalogue.

Instalments are about apartments in new buildings. On houses and on the resale market they are almost never available, and I will not promise them.

I re-check prices and areas with the developers every week, so the listings carry live figures, not last year ones.

Frequently asked questions

Does a retiree have to buy an apartment to get a residence permit

No. Housing can be rented, the law accepts a rental contract. But then every year you depend on the landlord and on whether he renews your contract in time for filing.

Will a Ukrainian or Polish pension do

Yes. The law speaks of a pension granted under Bulgarian law, under the law of your country or of another state. The nationality of the pension does not matter, the document does.

Is medical insurance required

Yes, it is a separate mandatory item: the insurance must be valid on the territory of Bulgaria for the whole period of stay.

Can I buy an apartment without coming to Bulgaria

Yes, the deal goes through a notarised power of attorney. But if you intend to live here, I always advise coming and seeing the complex with your own eyes at least once — the winter picture differs greatly from the summer one.

How long does the whole procedure take

The timing depends on the consulate and on the migration service, so I will not name specific weeks. Plan so that the renewal documents leave in time, 14 days before the current permit ends — that is the only deadline written firmly into the rules.
