Can a foreigner buy an apartment in Bulgaria?

Yes. A citizen of any country can purchase an apartment as an individual with no restrictions — no residence permit, no Bulgarian company required. You only need a passport and a BULSTAT number (tax ID — we handle it in 1 day). For a plot of land (house with land) you do need a Bulgarian company; we help with that too.

How do instalment plans work? Who is the buyer of record?

What taxes and one-off costs apply when buying?

One-off transaction costs: 3% municipal transfer tax + 0.1–1% notary fee + 0.1% registration with the Property Register. Total: ~3.5–4% of the purchase price.

Annual property tax: 0.15–0.45% of the assessed value (the assessed value is typically 2–3 times lower than market value). For a property at €100,000 — roughly €150–300 per year.
